Isn’t that sound from Red Alarm?

i think it’s a mixture of the start game sound from red alarm and another sound from teleroboxer.

Edit: BTW, you can download individual mp3s of various sounds by going to the page of each game, click multimedia, and at the bottom is a section for Audio (like Red Alarm: http://www.vr32.de/modules/games/index.php?type=released&sec=multimedia&id=10 )
